Compliance

The part you cannot do halfway

A Spanish campsite has to report travellers to the Ministry of the Interior, answer the national statistics survey, invoice with certified software and, in five regions, settle a tourist tax. European and generic products handle this badly or leave it out. Here it is the core.

Guest reports to SES.Hospedajes

Royal Decree 933/2021, in force since 2 December 2024

When check-in closes, the report is assembled from every occupant’s details and sent to the Ministry of the Interior’s web service. Rejected submissions stay in a queue with the reason for the error and are retried; the panel shows which bookings have been reported and which have not.

INE occupancy survey

EOAC, filed through the ARCE platform

The monthly campsite occupancy survey is filled in from the overnight stays, capacity and origins already in the system. You review it before sending, but nothing has to be typed in by hand.

VeriFactu invoicing

RD 1007/2023 and Order HAC/1177/2024

Every invoice generates a record with a chained hash and a verification QR code, and is submitted to the tax agency. The deadline was postponed by Royal Decree-Law 15/2025 to January 2027 for companies and July 2027 for sole traders, but the system is already compliant: there will be nothing to change when the date arrives.

TicketBAI and regional tax rules

Basque Country and Navarre

Campsites in the foral territories issue in line with TicketBAI, with each provincial council’s particulars, from the same invoicing module.

Tourist tax

Configurable per autonomous region

Calculated per overnight stay and person with each region’s age and long-stay exemptions, itemised on the guest’s invoice, with a settlement report ready to file.

Data protection

GDPR and Spain’s LOPDGDD

Data hosted in the European Union, isolation between campsites, a configurable retention policy and a full export whenever you ask. Images of identity documents are not stored: they are read, the fields are extracted, and the image is discarded.

How it is built

Why this does not break every time a law changes

Separate modules

Each obligation lives in its own module, decoupled from the rest. When the SES schema or the tax agency format changes, one piece is touched, not the whole product, and the update arrives with no cost and no migration.

Queue with retries

Submissions to SES, to the statistics office and to the tax agency go through a job queue with retries and an audit trail. If the authority does not answer — and sometimes it does not — the submission is not lost and does not depend on somebody remembering.

Configuration per region

The tourist tax is not the same in Catalonia as in the Balearics, and more regions keep joining. Rates, exemptions and bands are configuration, not code, so a new region is not a new release.

And your data

What we do not keep

The legal obligation is to record certain traveller details, not to keep an image of their document. When reception reads an ID card or passport with the camera, the fields are extracted and the image is discarded: it is not stored, on the device or on the server. Keeping it would add risk without adding compliance.

Each campsite’s data is isolated from every other, hosted in the European Union, backed up daily and subject to a retention policy you set. And if one day you leave, you take everything with you in a format that opens: portability is not a favour, it is a right.

Will the 2027 change catch you on old software?

Changing software is done in winter, not in August. If your current system will not be compliant, the decision falls this year.
